Baltic NPP (Russian Federation)


The Baltic 2,300 MW (2 units x 1,150 MW) NPP construction project in the Kaliningrad Region of Russia began in 2008 with the signing of a cooperation agreement between Rosatom SC and the Government of Kaliningrad Region.

Rosenergoatom Concern JSC (a subsidiary of Rosatom SC) acted as the client under the Baltic NPP project. Based on the power of attorney issued by Rosatom SC in July 2009, Inter RAO UES (hereinafter - "the Client") took steps to develop mechanisms for financing and attracting investors for the construction of the Baltic NPP and the required power grid infrastructure (power distribution system).

The partner office of World Energy Solutions LLC - WorleyParsons Nuclear Services (WPNS), Bulgaria, in the capacity of the Technical Consultant under the Consultancy Contract supported the Client in the development of Bankable Feasibility Study (BFS) for this project.

World Energy Solutions LLC acted as WPNS' subcontractor for the development of a number of BFS chapters and sections, documents included in the BFS; WES reviewed the Baltic NPP Environmental Impact Assessment procedures put in place for compliance with the ESPOO requirements, and reviewed the Baltic NPP project for compliance with the EUR requirements.

The involvement of WES experts guaranteed the high quality of the services and the compliance with the project implementation time lines established by the Client.
